The Berryessa Citizens Advisory Council (BCAC) was formed in 1973 by Al Garza, San Jose City Council Member; Bill Hughes, President of the Piedmont Hills Homeowners Association and Frank Kadlacek, President of another neighborhood association, as a way to create a partnership between the city, the school district and the residents of the Berryessa area.
This action resulted in a higher membership rate and a broader focus on the local Berryessa Area needs as compared to similar neighborhood associations in San Jose.
BCAC is one of a few neighborhood associations in San Jose that have continued to be active for more than 30 years. It has become one of the largest neighborhood associations with a membership of over 220 people.
BCAC has always been a forum for elected officials from the U.S. Congress, U.S. Corps of Engineers, Santa Clara County, San Jose City, California State Senate and Assembly, and local school districts to share information, get reactions, and hear concerns from our
civic-minded members.
